Job Description

POSITION OVERVIEW


The Chief Corporate Services Officer (CCSO) is a senior executive responsible for translating organizational strategy into operational excellence. This role works closely with the CEO and executive leadership to drive strategic and business objectives, oversee key enabling functions, and support the organization through periods of change and transformation.


KEY RESPONSIBILITIES


Strategy, Project Management & Change

  • Lead enterprise planning, long-term strategy development, and annual business planning aligned with sector trends and organizational priorities.
  • Oversee project governance and delivery for complex, cross-functional initiatives, ensuring robust project management and risk mitigation.
  • Champion change management, stakeholder engagement, and communication strategies across the organization.
  • Direct research and analysis to inform strategic decision-making and performance measurement.
  • Enhance organizational performance frameworks, metrics, and accountability mechanisms.


Finance (including Risk Management and Audit)

  • Provide executive oversight of the organization's annual budget and ensure effective internal financial and administrative controls.
  • Participate in strategic and business planning as part of the executive team, including multi-year budget planning.
  • Ensure accurate and timely financial, HR, and business information is delivered to key stakeholders.
  • Lead internal attestation processes to ensure compliance with statutory and regulatory requirements.
  • Oversee the development and maintenance of policies, procedures, audit plans, and cost control activities.


People and Culture

  • Provide executive support related to executive compensation, talent management, succession planning, and workforce planning.
  • Advise on employee/labour relations strategy, plans, and issue resolution.
  • Lead labour relations, including collective bargaining and management-union relationships.
  • Promote a performance-based, learning culture and build organizational capacity.
  • Ensure compliance with HR statutory and regulatory requirements.


Information Technology

  • Serve as the executive lead for reliable, secure, and cost-effective information systems and technology support.
  • Oversee the organization's cybersecurity posture and compliance with relevant legislation and governance guidelines.
  • Direct the design, development, and implementation of information systems, software applications, and IT infrastructure.
  • Identify emerging technologies and foster a culture of innovation.

Public Affairs (Including Communications & Stakeholder Relations)

  • Provide executive oversight for all public affairs and corporate communications initiatives.
  • Ensure programs enhance visibility, maintain stakeholder confidence, and effectively communicate the organization's mission.
  • Oversee the development and distribution of communication materials.
  • Build and nurture relationships with business leaders, community leaders, and the public.


Leadership

  • Provide vision and leadership across the organization to ensure an effective structure and culture to meet evolving business needs.
  • Develop and implement vision, objectives, strategies and priorities for each functional team aligned with the corporate business plan.
  • Lead a team of directors focused on divisional objectives and priorities.
  • Promote quality and innovation in all services.
  • Support learning, development, and succession planning for staff.


PROFESSIONAL QUALIFICATIONS AND EXPERIENCE


Experience

  • Significant senior executive leadership and multi-functional management experience, ideally in a regulated environment or government agency.
  • Experience leading multiple functions, including Strategy & Change, Finance, Procurement, Facilities, People & Culture, IT, and Public Affairs.
  • Demonstrated success in leading transformation, modernization, or strategic change initiatives.
  • Proven track record of delivering on strategic objectives through effective management of talent and resources.
  • Experience engaging with a board of directors and board committees.
  • Experience in a unionized environment is valued.


Knowledge

  • Understanding of program planning, policy development, and financial management.
  • Knowledge of public policy, economic regulation, tribunals, and adjudication.
  • Familiarity with relevant legislation and issues impacting a regulated environment.
