Western Canada Marine Response Corporation (WCMRC) is a Transport Canada certified Response Organization, whose mandate is to ensure there is a state of preparedness in place and to mitigate the impact when an oil spill occurs. This includes the protection of wildlife, economic and environmental sensitivities, and the safety of both the responders and the public.

We are looking for a Director, Human Resources to work out of our Corporate Head Office located in Burnaby B.C.


As the Head of Human Resources, this position leads and oversees the HR department and plays a key role in shaping the company’s people strategy. This includes providing strategic advice and support to the senior leadership team on all HR matters.

Key Responsibilities:

  • Develop and implement HR strategies that align with the overall business objectives and strategic plan.
  • Advise and counsel senior leadership on HR-related matters and their impact on business performance.
  • Develop and maintain a strong and positive employer brand.
  • Oversee all aspects of the recruitment process, including job analysis, sourcing, screening, interviewing, and onboarding.
  • Ensure that a talent management program, including succession planning, career development, and employee training and development initiatives are in place.
  • Oversee employee performance, including performance reviews, goal setting, and employee recognition programs.
  • Develop and administer competitive compensation and benefits programs.
  • Conduct salary surveys and analyze market data to ensure competitive pay practices.
  • Manage employee/labour relations, including handling employee concerns, conducting investigations, and resolving workplace issues.
  • Ensure compliance with all applicable employment laws and regulations.
  • Advise on and implement HR policies and procedures.
  • Foster a positive and inclusive work environment that promotes employee engagement, well-being, and satisfaction.
  • Develop and implement programs to enhance employee morale and motivation.
  • Manage employee communications and internal communications strategies.
  • Lead, mentor, and develop the HR team.
  • Oversee the day-to-day operations of the HR department.
  • Manage the HR budget and resources effectively.
  • Track and analyze key HR metrics, such as employee turnover, employee satisfaction, and time-to-hire.
  • Generate reports and dashboards to monitor HR performance and identify areas for improvement.
  • Continuously evaluate and improve HR processes and programs to ensure effectiveness and efficiency.
  • Stay abreast of best practices and industry trends in human resources.

To be successful in this role, you will possess a Bachelor’s degree and/or other relevant post-secondary education in Human Resources or related discipline, or an equivalent combination of education and experience. A CPHR designation would be an asset.



In addition, you will bring 10-15 years’ experience in human resources, including at least 2 years at the management level supervising human resources staff, 5+ years of experience in senior labour relations roles, and be a collaborative, professional team player, able to coordinate and interact with multiple people and projects, and skilled at managing changing and shifting priorities. A solid work ethic, combined with the desire to make work fun, is a must.

Salary range: $143,637 – $168,985 annually
