East Coast Operations Manager
Position Summary
The East Coast Operations Manager is responsible and accountable to the Service Delivery Manager for the leadership and management of the Service Delivery team and activities conducted from the Thales East Coast locations. As the senior leader on the East Coast, the Operations Manager has a responsibility to drive the Thales culture and behaviors to align people in a collective direction, enable them to work together and accomplish shared goals, and help adjust to the changing environment.
Responsible for developing and maintaining coastal relationships with Industry, DND, FMF and the RCN. Working together with the West Coast Operations Manager and team to ensure alignment and consistency between East and West Coast Operations as much as possible.
Regulatory Compliance Requirement
This position requires direct or indirect access to hardware, software or technical information controlled under the Canadian Export Control List and/or the US the Export Administration Regulations (EAR). All applicants must be eligible or able to obtain authorization for such access.
Key Areas of Responsibility
Managing the Thales footprint in Halifax in coordination with the Thales coastal HSE/Facility team.
In conjunction with the West Coast Operations Manager, ensure alignment between the East and West Coast Operations.
Managing the use of Industry work on the awarded projects on the East Coast.
Planning, coordinating and managing Halifax activities related to the awarded projects.
Providing input for the development and implementation of the East Coast Strategic Operations Plan.
Liaising with the RCN coastal operational authorities to ensure sufficient vessel maintenance periods of the appropriate duration are scheduled to ensure the continuing readiness of the vessels and their ability to meet assigned tasks for the awarded projects.
Receiving and transitioning vessels into service on the East Coast.
Interfacing with the RCN coastal authorities to develop and maintain good working relationships.
Ensuring Senior Management remain informed of significant events pertaining to the awarded projects, occurring on the East Coast.
Supporting the Procurement Manager with establishing and maintaining a subcontractor (TSN) base on the East Coast.
In conjunction with the West Coast Operations Manager, working with DND and FMF stakeholders to refine the hybrid model and determine work assignment agreements on the coasts.
Promoting a culture of safety.
Supporting the LCMM and Engineering team in managing and maintaining the coastal Engineering presence.
Supporting the Thales National Director of Public Affairs & Communications in liaison with local media.
Managing designated vessel maintenance and repair activities on the awarded projects involving various stakeholders and Thales personnel ensuring all duties are fulfilled as required.
Ensuring program objectives relating to scope, cost, time, safety and quality are achieved, meeting contracted KPIs and other performance measures required under the awarded projects.
Fostering Enterprise values and developing relationships with industry, DND, FMF and the RCN.
Supervising (planning, organizing, leading, managing and supporting) subcontractors and project support team personnel to achieve agreed outcomes within delegated authorities and responsibilities.
Ensuring the project teams execute all required activities prior to the commencement of maintenance execution, including planning meetings, subcontractor Kick-off meetings, authorization of purchase requisitions and issuing of purchase orders, etc.
Overseeing all project maintenance execution activities for designated maintenance periods to ensure material readiness objectives for the platforms are being achieved.
Ensuring that all reports required under the awarded projects are prepared and submitted in accordance with Contract requirements.
Ensuring that issues are resolved at the lowest level and escalated to the Service Delivery Manager as required, especially issues affecting operational availability of vessels and/or waterfront safety, which must be communicated appropriately as soon as they happen or are known.
People Management
Providing oversight and direction to a team of employees within the Service Delivery department in accordance with the organization's policies and procedures.
Coaching, mentoring, and developing staff, including overseeing new employee onboarding and providing career development planning and opportunities.
Leading employees to meet the organization's expectations for productivity, quality, continuous improvement, and goal accomplishment.
Fostering a spirit of teamwork and unity among department members that allows for cohesiveness, support, and working effectively together enabling each employee and the department to succeed.
Working with the Service Delivery Manager and Human Resources staff to recruit, interview, select, hire, and employ an appropriate number of employees.
Health, Safety & Environment
Complying with, and ensuring compliance of others to all relevant HS&E legislative requirements, policies, procedures and framework with the intent of preventing or minimizing accidental exposures to self, colleagues, visitors and/or the environment.
Promoting the Thales Health, Safety and Environmental programs by demonstrating HS&E Leadership in a professional and supportive manner.
Interacting and working with management/employees to promote teamwork, by effectively communicating with all levels of staff via staff meetings, written communications and one-on-one communication.
Other duties as assigned from time to time.
Minimum Requirements
Possess an Engineering Degree or 3-year technical diploma in a marine technical field from a recognized university or college program or certified as a technologist by a recognized provincial, state or federal (national) licensing body in a relevant field or has a former member of the Canadian Armed Forces (CAF) Head of Department qualification as a Marine System Engineer (MS ENG HOD) or Naval Combat System (NCS ENG HOD); and have a minimum of 10 years of experience in the last 15 years in the management of vessel maintenance or engineering; or
Possess a minimum of 14 years of experience in the management of vessel maintenance or engineering in the last 20 years.
Demonstrated experience managing vessel work periods or docking work periods within the last 10 years.
Experience working within a defense environment is desirable.
Experience in the supervision of teams undertaking maintenance activities.
Strong computer literacy, with proven experience with Microsoft products especially Word, Excel and PowerPoint essential.
Experience interfacing between various internal/external stakeholders.
Strong organizational skills and ability to balance multiple priorities. Experience within procurement, finance, project management or warehouse environments desirable.
Accreditation as a Certified Practicing Project Manager or equivalent is advantageous.
Preferred Qualifications
Tertiary education in an Engineering or Business/Project Management related field is preferred.

Physical Demands
Predominantly office based, but will also be required to work onboard Naval Vessels, or remotely (including from home).
Will be required to undertake inspections, including confined space entry, on Naval ships involving bending and twisting. Tasks may also require working at heights.
Must meet all federal government requirements to access Canadian government facilities, including Naval Dockyards
Special Position Requirements
40 Hours per week during Core Business Hours Monday-Friday.

Occasional domestic or international travel will be required, which will include access to government facilities and assets, including naval vessels
Customer Location Based or Site Visits: Required to visit shipyards and Naval Dockyards during Work Periods.
The reference Total Target Compensation (TTC) market range for this position, inclusive of annual base salary and the variable compensation target, is between Total Target Cash (TTC) $111,000– $135,000 -$159,000 CAD Annual.
