The Shared Services Unit is seeking an individual to fill the role of Human Resources Policy Coordinator & Complaints Investigator on a permanent full-time basis (35 hours/week).

The Shared Services Unit brings together all the shared services offered and includes Human Resources, Payroll Services, GCO Administration, Employment Legal Services and Information Technology Operations. They ensure that policies and processes established by the General Council are upheld, and that federal/provincial employment standards are met.

Position Purpose

The HR Policy Coordinator and Complaints Investigator is responsible for the development, maintenance, and implementation of human resources policies, and for conducting fair, impartial, and timely investigations into workplace complaints. This role supports a respectful, safe, and compliant workplace by ensuring policies aligning with legislation, best practices, and the call and vision of the church. This role will be the liaison to key partners and members on highly sensitive and complex workplace complaints, leveraging a solid understanding of employment laws, and substantial experience applying those laws to workplace issues and conducting related investigations. The position requires strong analytical skills, sound judgment, discretion, and a commitment to procedural fairness.

Primary areas of responsibility:

  • HR Policy and Governance (50%) - Research, draft, review, and maintain HR policies, procedures, and guidelines to ensure compliance with employment standards, human rights, occupational health and safety, privacy, and other applicable legislation and support implementation of these policies;
  • Complaints Investigation, Compliance and Prevention (25%) - Act as a neutral and trusted point of contact for workplace complaints, assess complaints to determine appropriate next steps and manage full investigation process;
  • Collaboration and Administration (25%) Work closely with HR colleagues, leadership, and external advisors as needed; support other HR initiatives as assigned.

Qualifications
  • Bachelor’s degree in human resources, Law, or a related field.
  • CHRP/CPHR designation or equivalent training in HR policy and investigations preferred.
  • Minimum 3–5 years of progressive experience in Human Resources, Workplace Investigations and/or Employee Relations; Demonstrated experience in policy development and workplace investigations a must.
  • In-depth knowledge of Canadian, employment legislation, human rights legislation, health and safety legislation, AODA and human resources practices;
  • Ability to analyze and research HR and pastoral relations policies, effectively apply procedural guidelines and develop realistic implementation plans for new policies, standards and procedural guidelines.
  • Knowledge of underlying theory of HR, including a broad range of HR disciplines as well as HR best practices in the non-for-profit sector.
  • Superior written communication skills, including writing, editing, and proofreading, as it relates to policy development with the ability to simplify complex language and rewrite into policy and investigative report writing.
  • Excellent relational and inter-personal communication skills, which includes critical thinking skills, the ability to identify assumption, judging the persuasiveness of arguments, assessing risks and proposing logical well- reasoned arguments, together with experience working within a culturally diverse context;
  • Experience working with the councils of the church and committees related to the vocation of ministry personnel is considered an asset.
  • Excellent oral communication, presentation and consultation skills to provide expertise/advice to colleagues and management.
  • Strong active listening skills in order to understand the full extent of issues, concentration to analyze issues and resolve issues.
  • Skilled at displaying empathy and building and maintaining genuine relationships that are based on trust, with the ability to listen carefully and respond effectively.
  • Strong attention to detail, analytical acumen, intellectual curiosity, creativity, and a proven work ethic.
  • Strong computer skills in the use of various software applications - Office 365, Dynamics, SharePoint, One Drive, Teams, Zoom, and other online platforms.
  • The ability to work in French, and/or in other languages other than English would be considered an asset; and experience in a not-for-profit setting is desirable.

  • Flexibility with the ability to effectively and positively deal with changing situations or priorities; and
  • Initiative, good judgment, tact, discretion, resourcefulness, and creativity in problem solving.
Working Conditions

The United Church of Canada has adopted a hybrid workplace model, providing flexibility for this position, working both off-site and in the General Council Office located in Toronto, ON. The incumbent will be provided, for work purposes, use of secure devices and must be available by email, phone, teams or zoom during regular office hours Monday to Friday. Sitting and viewing a computer screen for long periods, keyboarding/using assistive devices or technologies, intermittent physical activity including sitting, standing and being on a call for long periods of time will be required. Occasional additional hours may be required.

Compensation

The target hiring range for this position is $71,004 to $80,924 with the ability to progress to a maximum of $94,672. This is based on category 7 on our salary range. Placement on the salary range will be based on factors such as market condition, internal equity, candidate experience skills and qualifications relevant to the role. Pension and group benefit plans coverage and annual vacation round out this compensation package.
