About Credit Union Central of Manitoba: Credit Union of Manitoba (CUCM) is the trade association and service provider for the province's 15 autonomous credit unions. CUCM's purpose is to strengthen the conditions ​that support credit union success.

The Position:

The Strategy and Planning Manager supports the process to develop the organization's strategic plan and its associated measurement activities. The position also has an oversight role to track outcomes and results of projects at a portfolio level.

This role is ideal for a big picture, strategic thinker with strong analytical capabilities and a passion for performance measurement. The Strategy and Planning Manager works with the VP Governance and Strategy to build and run good process for management and the board to consider aspects of the current and future environment and build and describe priorities. Another important part of the role is facilitating the development and tracking of the Balanced Scorecard, so that the strategic objectives are clearly defined, measured, and communicated across the organization.

Key Responsibilities:

Strategic Planning & Facilitation

  • Support the development and refresh of the organization's multi-year strategic plan and annual operating plans.
  • Facilitate strategic planning discussions, stakeholder consultations, and environmental scans.
  • Ensure alignment between organizational priorities and measurement functions.

Corporate Balanced Scorecard Development & Oversight

  • Facilitate the design, implementation, and ongoing refinement of the Balanced Scorecard framework.
  • Collaborate with departments to clarify objectives, performance indicators and targets across all scorecard perspectives (e.g., Financial, Customer, Process, Organizational Capacity)
  • Maintain and update Balanced Scorecard dashboards, ensuring timely and accurate data collection and reporting.
  • Support leadership and board reporting using scorecard metrics to assess progress and inform decision-making.
  • Develop and manage other performance measurement frameworks and tools that may be required to monitor organizational effectiveness.

Project & Initiative Tracking

  • Maintain oversight of strategic initiatives and projects, ensuring alignment with scorecard objectives and organizational priorities.
  • Track outcomes, progress and issues for key initiatives and support post-project evaluations.

Continuous Improvement & Governance Support

  • Promote a culture of performance, accountability, and evidence-based decision-making.
  • Contribute to the development of governance materials, including board and committee reports related to strategy and performance.
  • Identify opportunities to improve planning and measurement processes, tools, and systems.

The Person:

The Ideal candidate will have:

  • Bachelor's degree in Business, Public Administration, Economics, or a related field; Master's degree or MBA is an asset.
  • 3–5 years of experience in strategic planning, performance measurement, or business analysis, preferably in a trade association, nonprofit, or public sector.
  • Understanding of Balanced Scorecard concepts or related concepts.
  • Understanding of corporate planning and measurement processes and theories
  • Knowledge of project management principles and process
  • Knowledge of change management principles and process
  • Knowledge of corporate governance principles and processes
  • Strong analytical skills
  • Proficiency in data visualization and reporting would be an asset
  • Excellent communication, facilitation, and stakeholder engagement skills.
  • Ability to excel within complexity
  • Ability to manage multiple and changing priorities

Our office is located in downtown Winnipeg. In the current environment, employees have the ability to work in a hybrid format (minimum 3 days in the office (Tues, Thurs, and one day of the employee/managers choosing, and 2 days working remote).

The salary will relate to qualifications and experience. The annual base salary range for this position is $81,000 to $103,000.
