Technical Advisor – Asset Management

Job Description

Under the authority of the Section Chief – Engineering, and in close collaboration with the various city services and employees, the incumbent supports the Section Chief in the planning, organization, and control of all activities related to asset management for municipal infrastructure, including roads, buildings, water management, parks and green spaces, equipment fleets, etc.


EXAMPLES OF TASKS PERFORMED

Development and Implementation of Asset Management Documents


  1. Assists the Section Chief in developing and implementing asset management strategies and in preparing recommendations or presentations for the municipal council.
  2. Participates in the implementation of asset management plans for water infrastructure (PGA) and other municipal assets and contributes to initiatives related to the Québec Water Efficiency Strategy (SQEEP) to ensure its deployment.
  3. Assists in the integration of different projects based on municipal priorities and strategic planning in various asset management plans.
  4. Establishes and proposes technical standards related to asset management.
  5. Prepares and facilitates asset management committee meetings and drafts meeting minutes to ensure follow-up.
  6. Ensures communication and collaboration with various municipal departments.
  7. Analyzes asset management requests and takes appropriate action.
  8. Researches and prepares applications for financial assistance.
  9. Ensures compliance with regulations and policies governing the responsibilities under their supervision.

Database Updates

  1. Coordinates and performs all activities related to updating databases, studies, intervention plans, master plans, and PGAs while ensuring quality.
  2. Proposes, develops, creates, and consolidates tools to optimize data collection and asset management plan updates.

Project Planning and Management


  1. Plans, directs, supervises, and controls technical and general tasks and operations in which they participate.
  2. Plans, writes bid documents, and manages contracts under their responsibility.
  3. Assists in budget preparation and monitors expenditures related to various projects under their supervision. Writes various reports and cost estimates.
  4. Coordinates various projects and special assignments as requested by management.
  5. Informs their immediate supervisor of the status of ongoing projects and provides all required reports.
  6. Collaborates and participates in any department project as needed.

Required Education And Experience

  1. Hold a bachelor’s degree in civil engineering or a related field.
  2. A master’s degree in municipal infrastructure management is an asset.
  3. Asset management certification is an asset.
  4. Minimum of two (2) years of relevant experience, including familiarity with municipal operations and assets.
  5. Knowledge of the municipal sector.

Any combination of education and experience deemed relevant and equivalent will be considered.


Required Skills And Qualifications

Strong Knowledge of:


  1. Word and Excel software.
  2. French and English languages.
  3. Relevant municipal regulations and their application.
  4. Municipal policies and practices.
  5. Specialized software related to this field.
  6. Specification writing.
  7. Cost estimation and evaluation of work.
  8. Knowledge of English is a requirement due to possible interactions with the Town’s residents.

Skills and Abilities:

  1. Strong analytical and synthesis skills.
  2. Ability to manage multiple assignments simultaneously.
  3. Organizational skills and ability to set priorities.
  4. Capability to develop and implement controls and follow-ups.
  5. Ability to write clear and concise reports.
  6. Solid understanding of parameters related to the management, maintenance, and operations of sewer and drinking water networks.
  7. Strong grasp of asset management and project management principles.
  8. Ability to work effectively in a team, innovate, and make presentations.
  9. Excellent command of French and technical report writing skills.
  10. Demonstrates the skills required for a role where priority management and decision-making are essential.
  11. Other relevant personal qualities, such as organizational skills, analytical and synthesis abilities, leadership, autonomy, initiative, adaptability, teamwork spirit, and versatility in task execution.
  12. Must hold a valid Class V driver’s license.

  1. UNDER REVISION – An annual salary between $87,100 – $116,100;
  2. A 35-hour workweek from Monday to Friday;
