Position Summary


The Project Procurement Manager (PPM) is responsible for providing efficient and cost-effective value-added purchasing support. Within the SIX (Secure Communications and Information Systems) LAS (Land and Air Systems) & DMS (Defence Mission Systems) GBU (Global Business Unit) the PPM is responsible for supporting procurement activities that are part of a bid, project or product delivery.


Within the integrated team, the PPM represents and promotes the Procurement organization. In their role, the PPM provides the best procurement solution (competitiveness, quality, on-time delivery), fulfilling the customer needs and aligned with Thales Procurement strategy led by the Global Category Managers (GCM). To this end, and to introduce supplier innovations to our solutions, the PPM plays a key role in the early stages of bids, projects and / or product / service delivery activities.


Regulatory Compliance Requirements


All applicants must be able to obtain a Canadian NATO Secret clearance and meet the eligibility requirements outlined in the Canadian Controlled Goods Registration Program and ITAR.


Key Areas of Responsibility



  • Develop and maintain the project procurement strategy using input from customer's tender and prime contract documents, from the project management plan and project schedule from Project Management, project design documentation from Engineering, proposal documents from Marketing, and project financial data from Finance;

  • Challenge the acquisition needs and requirements and to promote design to cost analysis with the suppliers, during the definition phase of the solution, in order to increase the competitiveness of the solution;

  • Create work packages, including all required information to enable an RFQ / RFP (statement of work, delivery schedules, budget, etc.),

  • Assign work packages to relevant Category Manger / Category Buyer

  • Manage the development of the supply chain architecture to meet needs of the project with support from Regional and Global Category Management

  • Optimize supply chain costs early in the life cycle ensuring savings are achieved against budget;

  • Play a key role in defining and implementing strategies to meet requirements including offsets, Buy Canada and Small Disadvantaged Business and indigenous business

  • Work closely with stakeholders including Project Management, Engineering, Marketing and Finance to ensure the procurement strategy is communicated and well understood;

  • Support the flow of information with Project Management through regular reporting on the status of procurement activity - achievements, issues and goals;

  • Play a key role in Make or Buy analysis; and

  • Contribute to Post Mortem Analysis (lessons learned) and implement required changes to support the project.


Minimum Qualifications



  • Bachelor degree or diploma in a relevant field of study from a recognized University or College; or in lieu of degree, 6 years of relevant exempt level experience as equivalency.

  • At least 7 years of Project Management experience

  • Prior experience in procurement / supply chain developing strategy and creating work packages

  • Previous experience within the Canadian Defence industry, preferably Maritime

  • At least 2 years of experience working with cross functional teams across multiple disciplines within a matrixed organization

  • Track record of success in a similar role in a relevant business or market;

  • Excellent organization skills;

  • Ability to prioritize tasks while meeting deadlines in a high-pressure environment;

  • Leadership skills with the ability to influence in order to deliver business results;


The ideal candidate will have familiarity with Standard Acquisition Clauses and Conditions (SACC).

The reference Total Target Compensation(TTC) market range for this position, inclusive of annual base salary and the variable compensation target, is between


Total Target Cash (TTC) 92,729.25 - 158,713.50 CAD Annual
